How do you compare payroll providers when a small Singapore team has outgrown a spreadsheet? Start by writing down the pay events that actually occur, the approvals required and the date each output must be ready. The cheapest advertised monthly rate may exclude setup, irregular pay, CPF submission, employee self-service or correction work. A fair comparison uses the same sample month for every provider.
What happens in one real pay cycle?
List full-time and part-time employees, ordinary salary, overtime, allowances, unpaid leave, claims, commissions and people joining or leaving. Record who submits changes, who checks them, who approves the final payroll and who releases payment. For an illustrative eight-person company, imagine six fixed salaries, one commission payment and one mid-month departure. That fictional month is more useful in a product demonstration than a generic screenshot. Ask a provider to show exactly how it would calculate, flag and approve those three cases. Never send an employee's real personal data for a trial without assessing how it will be protected.
MOM's salary payment guidance and employment records guidance are the starting points for Singapore employer duties. CPF's employer guide covers contribution responsibilities. Confirm current rules with the agencies and a qualified payroll adviser for unusual arrangements. Buying software or an outsourced service does not transfer the employer's decisions and statutory responsibilities automatically.
How do you compare the complete service?
Give each shortlisted vendor the same one-page scope: eight employees, two pay groups if relevant, existing software, preferred approval date, required reports and the number of months of historical data to move. Ask for a written quote covering setup, per-employee charges, minimum fee, ad hoc runs, tax-year tasks, CPF workflow, data migration, support, corrections, termination and export. Ask whether a named person checks exceptions or the package only supplies software. Request a demonstration of a mistake: an allowance was entered twice just before approval. Who notices it, who can reverse it and what audit trail remains?
For an illustrative comparison, Vendor A charges a lower monthly amount but bills for each off-cycle run. Vendor B charges more but includes two correction runs. If departures and commission changes occur often, B might cost less across a year. If payroll rarely changes, A might fit. Calculate a twelve-month total using your expected events, then stress-test one busy month. Do not treat either fictional vendor as a real offer.
Protect access and plan an exit
Payroll holds sensitive personal and financial information. PDPC's data-protection obligations and data-processing contract guide help frame questions on access, storage, retention, incidents and subcontractors. Ask the provider who can see bank details, how approvals are logged and how the full history will be exported if the contract ends. Test an export before committing for a long term.
Our business-continuity checklist gives a fallback for an interrupted pay run. Use the process guide to record approvals and the operations topic to find related handoff controls. You can send Methodology a payroll-scope question for editorial help drafting a comparison brief. We do not provide payroll services or promise an introduction to a provider.
Common questions
Is payroll software the same as an outsourced payroll service?
No. Confirm whether the quote includes only tools or people who prepare, review, submit and correct pay runs.
Should I compare only the price per employee?
Add setup, minimums, irregular runs, corrections, migration, support and exit costs to a twelve-month scenario.
Can I hand every employer duty to the vendor?
Check the applicable MOM and CPF rules and agree who performs each task; the employer still needs oversight.
