The Annual Wage Supplement (AWS), the "13th month" many Singapore employers pay in December, is not compulsory: the Ministry of Manpower (MOM) says it is owed only if the employment contract or a collective agreement provides for it. If you pay it, or a year-end bonus, CPF works through the Additional Wage (AW) ceiling: S$102,000 minus the employee's Ordinary Wages subject to CPF for the year. In 2026 the monthly Ordinary Wage ceiling is S$8,000, so anyone earning S$8,000 or more all year has only S$6,000 of AW room left.

This guide covers what the contract decides, how to work out CPF on an AWS or year-end bonus with 2026 figures, when it must be paid, and what to check before December payroll.

At a glance

  • From 1 January 2026: the CPF Ordinary Wage (OW) ceiling is S$8,000 a month; the annual salary ceiling stays at S$102,000.
  • AW ceiling: S$102,000 minus total OW subject to CPF for the year, worked out per employee, per employer, per calendar year.
  • 2026 rates (monthly wages above S$750): 17% employer and 20% employee for those aged 55 and below; 16% and 18% above 55 to 60; 12.5% each above 60 to 65.
  • December payroll: CPF on December wages, including an AWS paid that month, must be paid by Thursday 14 January 2027 to avoid late interest.
  • By end-October 2026: the National Wages Council (NWC) aims to release its guidelines for 1 December 2026 to 30 November 2027.

Is AWS compulsory in Singapore?

No. MOM's page on variable wage components says AWS "is not compulsory" and that payment depends on the contract or collective agreement. Bonuses and variable payments are likewise not compulsory unless they are written in. Three further points from MOM:

  • An employer may negotiate a lower AWS if business results are exceptionally poor for the year.
  • An employer that paid no AWS before 26 August 1988 cannot pay AWS of more than one month's salary.
  • Pro-rating for staff with less than 12 months' service, and whether an employee who leaves around the payment date still gets it, depend on the contract; MOM's FAQ on short service and its FAQ on probation both point back to the contract.

So the first job is reading your own letters of appointment. If they say "AWS of one month, pro-rated for incomplete years", you owe it; if they say "discretionary bonus", you decide.

How is CPF calculated on an AWS or bonus?

CPF says contributions are payable on an Annual Wage Supplement. Its definition of Ordinary and Additional Wages (updated 13 August 2026) counts pay as Ordinary Wages only if it is given for employment in that month and payable by the 14th of the following month; everything else is an Additional Wage, with an annual performance bonus as CPF's example. MOM describes the AWS as a single annual payment on top of an employee's total annual wage, so on CPF's test it falls on the Additional Wage side, and the examples below treat it like the bonuses in CPF's worked examples; check with CPF if your scheme pays it differently.

The CPF Board's FAQ on the AW ceiling (updated 13 August 2026) gives the formula: S$102,000 minus total Ordinary Wage subject to CPF for the year. Its OW ceiling FAQ (updated 14 August 2026) confirms the monthly OW ceiling reached S$8,000 from 1 January 2026 after four steps from S$6,000.

The contribution rates for wages above S$750 a month are on CPF's 2026 rate table. CPF's own worked examples (PDF) add two practical rules:

  • At each AW payment, estimate the ceiling using the current year's expected monthly OW; in December, or in an employee's last month if earlier, recalculate with the actual OW paid, then pay any shortfall or apply online for a refund of any excess.
  • The ceiling that applies depends on when the AW is due and payable: a 2025 bonus due and payable in 2026 uses the 2026 ceiling.

Worked examples with 2026 figures (illustrative)

1. Priya, 34, admin executive, S$3,800 a month all year, one month's AWS in December.

  1. OW subject to CPF for 2026: 12 × S$3,800 = S$45,600.
  2. AW ceiling: S$102,000 − S$45,600 = S$56,400, so the whole S$3,800 AWS attracts CPF.
  3. CPF on the AWS: employer 17% = S$646; employee 20% = S$760; total S$1,406.

2. Daniel, 42, operations manager, S$9,500 a month, AWS of S$9,500 plus a S$9,500 performance bonus.

  1. Only S$8,000 a month counts as OW subject to CPF: 12 × S$8,000 = S$96,000.
  2. AW ceiling: S$102,000 − S$96,000 = S$6,000.
  3. Of S$19,000 in AW, only S$6,000 attracts CPF: employer S$1,020, employee S$1,200. The other S$13,000 carries no CPF. These are the same figures CPF's PDF shows for a S$9,000 earner.

3. Siti, 29, joined on 1 August 2026 at S$3,600; her contract pro-rates AWS by completed months.

  1. AWS: 5/12 × S$3,600 = S$1,500 (the pro-rating rule is her contract's, not a legal formula).
  2. OW with this employer in 2026: 5 × S$3,600 = S$18,000, so the ceiling is S$84,000 and the full S$1,500 attracts CPF.
  3. CPF: employer S$255, employee S$300.

For an employee aged above 55 to 60, swap in 16% and 18%; above 60 to 65, 12.5% each. CPF has announced higher rates for those two bands for wages from 1 January 2027 (16.5% and 19%; 13% and 13%), so if an AWS slips into January, check which rate and which year's ceiling CPF applies before you run payroll.

When must CPF on December bonuses be paid?

MOM's page on employer CPF contributions says contributions are due at the end of the month and that paying after the 14th of the following month can attract late payment interest of 1.5% a month (minimum S$5 a month), plus fines for non-payment. For December 2026 wages and any AWS paid with them, that means paying by Thursday 14 January 2027. You may recover the employee's share by deducting it from wages when that month's contributions are paid.

How much should we pay this year?

That is a business decision, but the tripartite guidance is worth reading first. MOM said on 7 August 2026 that the NWC would convene on 19 August to set guidelines for 1 December 2026 to 30 November 2027, and aims to release them by end-October. Last year, when the Government accepted the 2025/2026 guidelines on 11 November 2025, it called for "wage increases and variable payments that are fair and sustainable" and urged all employers to adopt the Flexible Wage System. Read the new guidelines before you fix this year's numbers.

Checklist before December payroll

  1. Pull every contract and collective agreement and note whether AWS is contractual, its amount and its pro-rating and leaver rules.
  2. List staff earning S$8,000 or more a month; their AW room for 2026 is S$6,000 or less.
  3. For everyone else, compute the AW ceiling: S$102,000 minus 2026 OW subject to CPF, using actual figures to November plus December's.
  4. Apply the right rate band by age, and check first- and second-year permanent residents, who have different rates.
  5. Recalculate the AW ceiling in December and pay any shortfall, or apply for a refund of excess.
  6. Show the AWS and any bonus as separate payslip lines (our suggestion) and pay CPF by 14 January 2027.
  7. Diary a check of the NWC guidelines when they are released.

If your payroll is outsourced, our guide to comparing payroll providers lists what to ask about AW handling; if it runs in your books, see our guide to comparing accounting software. Re-employed older staff have their own rules on variable payments, covered in our retirement and re-employment guide. More payroll routines are under operations.
